Short answer: You can run a Japanese YouTuber campaign without staff in Japan, but several steps need a Japanese-speaking presence: outreach and terms in Japanese, samples delivered inside Japan, factual checks of previews, publication and disclosure checks, and reporting. You can do this through an influencer platform or agency, a PR partner in Japan, or directly with help. Whatever the route, the brand stays responsible under Japan's stealth marketing rule for making sure sponsored videos are clearly labeled.

A typical campaign runs in seven steps: a brief, a shortlist, outreach and terms, samples, production and a factual check of the preview, publication and a disclosure check, and a report. Steps one and two can be done from anywhere. Steps three to six are where distance becomes a problem.
The parts that need a presence in Japan
Japanese communication. Creators receive many requests. A short, specific message in Japanese, with the product, the format, the fee or product terms, the timing and the disclosure requirement, gets far more replies than an English template.
Clear terms. Agree in writing: what the video covers, its length and format, the publication window, how many factual revisions are allowed, how long it stays public, disclosure, payment timing and any rights to reuse the footage.
Samples inside Japan. Each creator needs the product. That means import, any certification your product requires (see the compliance checklist), domestic delivery, and for loaned units, collection afterwards. Plan this before you promise dates.
Payment. Agree currency, invoicing and timing up front; creators expect payment on the terms agreed.
Preview checks. Check facts (specifications, prices, names), not opinions. Japanese reviewers' credibility depends on their own voice; asking them to change their view usually backfires.
Publication checks and reporting. Confirm each video is public, shows the right product, matches what was agreed and is clearly labeled, then collect links, dates and public view counts for your report.

Japan's stealth marketing rule
Since 1 October 2023, advertising that consumers can't recognize as advertising has been a violation of Japan's Act against Unjustifiable Premiums and Misleading Representations. The Consumer Affairs Agency states that the rule regulates the business that advertises, and that influencers asked to post by a company are not themselves the regulated party. Its FAQ gives wording such as 「広告」, 「宣伝」, 「プロモーション」 and 「PR」 as examples of clear labels.
The agency has enforced it. In November 2024, for example, it issued a cease-and-desist order to Taisho Pharmaceutical under the stealth marketing designation for a supplement. For a brand from abroad, the practical rule is simple: make disclosure part of the contract and check it in every published video.
Common problems, and how to avoid them
- Silence after outreach: use Japanese, be specific, and include the terms.
- Misaligned expectations: a written brief and terms before samples ship.
- Late or missing samples: compliance and shipping planned first.
- Videos that miss the point: brief the creator on what's genuinely new, then let them review it their way.
- No disclosure: contractual, and checked after publication.
- A report that's just views: decide in advance how you'll measure; see measuring campaign ROI.
